Our philosophy has always been that search should reflect the whole web. But revenge porn images are intensely personal and emotionally damaging and serve only to degrade the victims predominantly women.
Google is unable to remove images from websites, they are only able to remove them from there server, the search results. But this won’t stop porn revenge due to websites linking to them and people redistributing the images throughout the web.
And don't forget to read the blog post by Google about revenge porn removal requests.

The only way to permanently remove a porn revenge image from all sites and all search engines is to take legal action against the sites that host the content. A judge will then force the hosting company to remove the content. Google has no control or authority over hosting companies, they only have control over their own search results.
